Illegally Paid Bills
I blow the whistle on 1.1+ million dollars worth of bills that are pushed through the system without required County Commission approval, Jimmy acts like it is no big deal, and the Treasurer, who knows the bills are not properly authorized pays them anyway. Kincaid (the other challenger) is the Chief Deputy for the Treasurer.
